How to achieve sub-second latency when your application workload is low

Add following parameter to your Extract process (Including the one for PUMP):  
FLUSHCSECS 10 
EOFDELAYCSECS 10 

And add following parameter to your Replicat process.
 EOFDELAYCSECS 10 

 Remark: Verified in OGG 11.2.
